Prime Minister Nguyen Tan Dung reported key issues on the socio- economic tasks between 2010 and 2011 the 12th National Assembly session which opened Wednesday in Hanoi.
In a 21-page report, PM Dung spent six pages on reporting the achievements the Government had obtained and two-page on reviewing the failures in 2010.
"Despite of the crisis and slow economic recover globally, the country’s economy has obtained a high growth rate", PM Dung said.
The macro economy has been gradually improved, the major economic targets has been attained.
The Government’s debt is estimated to be about 44.5 percent of the country’s gross domestic production (GDP) by the end of this year; foreign debt is estimated to be 42.2 percent of the country’s GDP while public debt is about 56.7 percent of the country’s GDP.
According to the report, the figures stayed safe.
The monetary policy has contributed to promoting growth and controlling inflation, outstanding loans increased by 25 percent, control bad debt under control by 3 percent.
Export growth is expected at 19 percent, or three times the estimate given at the beginning of the year.
Prime Minister Dung said trade deficit would be hover around US$13.5 billion, or lower than the set 20 percent of export value. Besides ensuring better social security and social welfare, science, technology and environmental protection also achieved positive results.
The Government also cast an outlook for next year. The country’s GDP growth rate for 2011 is forecast at 7 percent – 7.5 percent, raising the GDP per capita to $1,300 by the end of the year.
Export value for next year is set to rise 10 percent to $74.8 billion, and inflation is set at less than 7 percent compared to an estimated 8 percent for this year
Reduced foreign exchange reserves
Productivity, quality and competitiveness of the economy is low. The development of electricity is yet to meet demand.
The management of some commodities, particularly dairy prices, the price of medicines is "not good" while foreign exchange reserves and reduction of state management in the field of education is still inadequate, according to Dung.
According to Prime Minister Nguyen Tan Dung, the limitations are due to poor governance in all levels and sectors and the shortcomings will be tackled soon.
Macroeconomic stability
The Prime Minister told the National Assembly six tasks and key measures in 2011.
1. Strengthen macroeconomic stability, ensuring the key balances of the economy. Macroeconomic stability is the basis for ensuring sustainable development with higher growth in 2010, improved balance of payments, inflation control and striving to reduce the deficit.
2. Continue to restructure the economy. Remove forms of discrimination between economic sectors; remove subsidies and incentives for state-owned enterprises; state enterprises must be treated as fair as other enterprises of different economic sectors; Termination of exports of crude minerals, enhance the State's responsibility in ensuring safety for fishermen.
3. Ensure good social security and welfare, to continue to improve people's lives. Construction Law on higher education and education-training strategy in the 2011-2020 period. Apply financial mechanisms and new tuition policy.
4. Promote application of science and technology and enhance protection, improve the environment, contribute to improving the quality of growth.
5. Improve effectiveness and efficiency of state management, promoting administrative reform and the fight against corruption and wastefulness. Promote democracy, strengthen dialogue and policy review.
6. Strengthening national defense and security and improve the efficiency of foreign relations.
Government stressed the need to take performance indicators of socio-economic development, ensure national defense and security, independence, sovereignty, territorial integrity and improve people's lives as a measure capacity and performance of all levels and sectors.
The 12th National Assembly session, which is scheduled to last until November 2, is planned to pass nine laws and one resolution, and give suggestions on nine other draft laws.
The laws to be ratified in the session include those on Environment Protection Tax; Inspection (revised); Administrative Procedures; Civil Servants; and Consumer Right Protection.
